Problem z niewłaściwą wersją biblioteki php_intl.dll pod XAMPP

Witam,

Posadziłem sobie najnowszego XAMPP'a pod W10 Pro x64. Pobrałem XAMPP'a 
dla tej wersji. Uruchamiam framework Symfony 4.2.5 a w nim checkera. 
Dostaję komunikat:

intl ICU version installed on your system is outdated (57.1) and does 
not match the ICU data bundled with Symfony (64.1)
To get the latest internationalization data upgrade the ICU system 
package and the intl PHP extension.

Nie jestem biegły w serwerach. Jak dokonać takowego upgrade?

To co udało mi się zrobić, to pobrać ze strony:

PHP 7.1 / VC14 x64 Thread Safe (2019-Apr-02 20:49:33)

i wydłubać z zip'a bibliotekę. Okazuje się być tą samą bibloteką, którą 
XAMPP dostarczył. Katastrofa... Co jeszcze mógłbym zrobić?
