error_reporting a testowanie (newbie)

Uczę się PHP5. Nie pracowałem jeszcze jako programista PHP.

Framework CodeIgniter zawiera taki kod:
		case 'development':
			error_reporting(E_ALL);
		break;
	
		case 'testing':
		case 'production':
			error_reporting(0);
		break;

Ustawienia dla development i production są oczywiste, ale nie rozumiem dlaczego na testing mamy 0. Przecież podczas testów chcielibyśmy wyłapać jak najwięcej błędów.
Byłbym wdzięczny za wytłumaczenie.
