To najwyższy czas ściągnąć i zainstalować nową wersję. Aktualna to 
5.004_4 (ftp://ftp.pk.edu.pl/pub/lang/perl/CPAN/src/5.0/)

Bodajże od 5.004 CGI wchodzi w skład perla - oczywiście można też 
doinstalować do nowszych wersji, ale upgrade tak czy inaczej warto 
zrobić.
