".ToString" nie jest potrzebne i na końcu dodałbym jeszcze ctx.Free;
Procedura może wyglądać tak:

procedure ChangeVal(Obj: TObject; ValName: String; Val: TValue);
var
   ctx: TRttiContext;
begin
   ctx.GetType(Obj.ClassType).GetProperty(ValName).SetValue(Obj, Val);
   ctx.Free;
end;
