Głowy że to pomoże to ja nie dam ale... Jest w Win95/NT4 komunikat
WM_CPL_LAUNCH, który w zasadzie chyba robi to co chcesz. Tylko musisz
najpierw uruchomić Control Panel, ale to nie jest problem. Oto opis:

 
WM_CPL_LAUNCH 
hwnd = (HWND) wParam;          // handle of sending window 
lpszAppName = (LPSTR) lParam;  // application-name string 
 
  
An application sends the WM_CPL_LAUNCH message to Windows Control Panel to
request that a Control Panel application be started. 

Parameters

hwnd
Value of wParam. Specifies the handle of the window sending the message. The
WM_CPL_LAUNCHED message is sent to this window. 

lpszAppName
Value of lParam. Specifies a far pointer to a string containing the name of
the Control Panel application to open. 

Return Value
If the application starts, the return value is TRUE; otherwise, it is FALSE.
