a w programie
ParamByName('data').AsDate := EncodeDate(1999, 4, 29);
albo
ParamByName('data').AsDateTime := EncodeDate(1999, 4, 29) +
EncodeTime(8,26,58);

Takie coś powinno hulać niezależnie od używanego sterownika baz danych...
