Kiedy GC przyjdzie na to ochota. Nie zawołałes Dispose dla obiektu 
FileStream, tak więc skazałeś się na łaskę systemu GC.

Powinno byc tak:

using (FileStream fs = new FileStream(...))
{
    using (BinaryWriter br = new BinaryWriter(fs))
    {
        // blabla
    }
}
