Chciałbym w aby w tytule rozdziału wystepowała grafika . Próbowałem
wstawić includegraphics , ale nie działa.

Nie działa bo polecenie \includegraphics to polecenie (nazwijmy je)
złożone. Musi być poprzedzone rozkazem \protect zatem

        \documentclass{article}
        \usepackage{graphicx}
        \begin{document}
        \tableofcontents
        \section{Ala ma \protect\includegraphics[height=10pt]{kotek}}
        Ala ma kota
        \end{document}

powyższe działa. Oczywiście obrazek pojawi się w spisie treści (i na
żywej paginie, jeżeli taka będzie).
