Is this a legit version of Empire Earth II?

I just bought Empire Earth II off Ebay from a seller that had a good
reputation, and I managed to win the auction for only $20.
The pictures on the seller's auction are the stock photographs and
information from Sierra. I didn't notice this at the time I bid, but the
auction also noted that the manual wasn't included and there was no online
multiplayer (no biggie for me in terms of multiplayer and I can get any
vital information I need from the manual from Gamefaqs walkthroughs or the
MB.) However, I got the game yesterday and I noticed all the writing on the
back of the CD case was in Russian. The only thing in English was Empire
Earth II. The CD however isn't blank, it looks like a Empire Earth II CD
should look.

Is this most likely a pirated copy? The seller is an Ebay Power Seller with
over 1,100 ratings. I just wonder if since I may have a pirated copy of the
game it might not play as well and it would be better to ask to return it.

Any opinions??
