Alpha Centauri: Smac/Smax patch question

I've read that the Smax patch fixes Morgan's and Yangs
inability's in doing a population boom, but I have yet
to read anywhere about Smac patch 4 in fixing that
problem.
Playing Morgan in a PBEM game now: Democracy gives +2
growth, and a golden age gives me +2 growth as well
when I get one. BUT - how can I get another +2 to do
a population boom? Will children's creche in the city
give me that final +2 to growth? (remember: Morgan
can't use Planned...)

I don't have SMAX (only SMAC), but Eudiamonia gives a +2 Growth. It comes
_very_ late in the game however.

If you really want a huge population, there's a little trick you can do:
found a colony in an open space (at least three squares) between your
cities, build a farm + enricher + condenser and a borehole, wait till it
gets to 2 population and set it to build nothing but colony pods. Rushbuild
and/or use supply crawlers (bringing in nutrients/minerals) as needed to
keep the population at exactly 2. To use the colony pods, move them into a
city you want to grow and press "b" -- the pod will disband and the city's
population will grow by one. With enough nutrients and minerals (you can
skip the minerals and rushbuild if eco-damage is a problem and you have the
spare energy) it's possible to have this breeder colony churn out a colony
pod every turn.

It's not as effective as Pop Booms everywhere, requires some
micromanagement, and may even be "cheating", but... you're free to use the
SE choices you want, you can select which cities you want to grow (avoiding
drones) and you can bypass city population limits (esp. nice for Morgan).
