Well, it's a possibility but the tools necessary are already out
there, and WinCE hasn't really taken off on the DC except for PC
ports.

The situation is somewhat remniscent of the OS/2 situation.
At first, Microsoft teamed up with IBM to coproduce OS/2,
largely because IBM was still a big name in PCs and Bill Gates
still thought they needed IBM. When it became apparent that
IBM was on its way down in the PC market and OS/2 was just
competing with their own Windows product, Microsoft dropped
the IBM partnership. A sound business decision which certainly
could be interpreted as Microsoft stabbing IBM in the back.

The situation with their partnership with Sega may end up
similar, although the DC is rather popular except for Japan
(where any non-Japanese console, even the X-Box, has little
chance).

I have a hunch that Microsoft started the X-Box project
because Sony didn't go in for Win-CE on PS2. If Sony
had agreed to Win-CE on PS2 and Win32-based PS2 development
packages, Microsoft wouldn't have needed to worry about
Sony's intentions of making the PS2 a jack-of-all-trades
PC replacement. As it was, Sony has targetted its sights
against Microsoft and someone high up in Microsoft decided
the best way to defend against PS2 would be to directly
compete against it.
