Whenever I'm on the warpath I go directly for the capitol city (unless
I have gobs n' gobs of money on my hands) and industrial sabotage it
until the city walls come down. At that point I capture it via usual
military means. After the capitol is in your hands the price to buy
out all other cities is something like 1/2 what it previously was.
I've never kept sending in diplomats after the walls are down so I
don't know if you can sabotage the palace - I doubt it though.

You'd think diplomat usage would be obvious but I'd be ashamed to
admit how long it took me before I realized it was a *LOT* easier to
conquer an opponent by buying him out rather than trying to beat him
up. About the only time I militarily overrun a city now is if I need
a bridehead onto a continent in which I can't land my 7 diplomats and
1 armor unit (to take out the capitol) without them being wiped out
first. If this is the case I use battle ships on some small costal
city first. The secret to my serious improvement was to use diplomats
more effectively and to buy, buy, buy rather than bludgeon. You need
to optimize for trade to use this effectively of course, so you have
the funds to buy things with.
