The patch/upgrade has been announced for Dominions 3. That means its pretty 
much locked and has gone to the beta testers.

New games might want to hold off on starting. Getting everyone to patch in 
mid game is a bitch. Plus, there always seems to be a loss of players with 
each patch.

Do you know when the patch will be out?

Not yet. They have a strict NDS (non-disclosure agreement) "everything 
discussed in beta group stays in beta group". 

We can only speculate on public info. Since it hasnt come out yet you can  
figure that beta found something that needed tweaking. On the other hand, 
any major snags tend to get posted to that same progress page with a new 
version number and that hasnt happened yet. 

So Id still say its very soon. Some of the servers have halted the start of 
new games so apparently they feel its soon also
