Not sure if it is broken or by design, but it indeed does what you say. I keep 
it checked to see where the workers are so I never noticed before.

It isnt important for multiplayer per se, but is more fun if you do it in 
coop. You get experience so it will raise your level if you are under 40. It 
is a good practice for some of the high level quests, especially if you do 
them in elite or legendary mode but not at all essentiell. Try the demo mode 
to see if you like it.
