Supreme Commander doesn't require DirectX 10 and according to Chris
Taylor it never will. Additionally, any features that might
eventually be supported only by DirectX 10 won't be implemented
until AGP systems will be even more obsolete. Most people with an
AGP system are probably going to have trouble running Supreme
Commander because of demands on the CPU/memory and not just the
video card. You don't want to buy a state-of-the-art video card for
a system with an inadequate CPU/memory to begin with, probably not
for a new FPS and definitely not for a new RTS.

You can monitor system performance including CPU performance in
Windows XP with the built-in Performance Monitor. My very fast
single core CPU (AMD Opteron 152) runs at almost 100% usage while
playing Supreme Commander.
