I don't think used games really eat into the new game market much for consoles. Rather, they expand the market. They also encourage new games with quality or replay value to retain their value. If they couldn't be sold used, consumers would take fewer risks with game purchases. The big losers might be smaller publishers, who will have their stock forced off shelves in favor of used games. But I don't see big publishers taking huge losses off this. Would they like to make more money from used game sales? I'm sure. But selling games isn't quite like selling used cars, yet. Piracy on the other hand is a little different. It's tough to say that pirates would actually go out and buy a game when they could download it. The industry is losing money due to piracy, in that regard.
