The OS/2 paging system will dynamically size the swap file. When people
talk about increasing the swap file size, they are really talking about
increasing the initial size. This helps performance in three ways:
1: If the swap file is 'big enough', then OS/2 never has to spend extra
   time increasing its size.
2: If the swap file is 'big enough', then OS/2 was probably able to
make it contiguous, especially if it was on an HPFS partition, so
head movement when swapping is minimized.
3: If the swap file never had to be increased, then OS/2 won't have to
spend any time decreasing it when the memory load is reduced.
