Actually it was announced as 
Shrapnel Games Announces Star Legacy!

But the developer who is working on it calls it SE4.5 in his forum. 
Fantastic. YES. Awareness that going from SEIV to SEV went in directions 
that not all of us really liked. So this is going to be SE 4.5

Im looking forward to it. :)

InMyHumbleOpinion SEV is to SEIV as Vista is to WinXP. Yes there are
improvements built in but until enough people start building off of them
there isnt much reason to upgrade.
