The most important thing, you can buy are scientists (OK you don't BUY them,
you HIRE them...) and soldiers. I don't know what your first base is provided
with, but if not already there you should build barracks and scientific labs.
It's important too, that you get the better hearing post, to expand your
radius of observation.

Later in the game, not every base needs humans. In fact, the aliens can't
locate your base, if there are no humans. (Interceptors don't need pilots),
but when you have humans in it, think of building the mental shield (no
that was XCom I, but TftD had something similar) as soon as you can.
I had about 200 scientists, but only 30 agents later in the game, but after
you can build battle tanks, you don't need more than 10 agents per base.
(I had about 5 or 6 bases, some of them just hearing and storage bases)

As soon as you have the possibility to sedate aliens, kill them only, if you
must (if you don't have enough move points, and the alien creature is near
enough to kill your guy in the next turn). Living aliens are the most
important source of information according to the plot of action.

At the beginning, you should go after each alien ship (save before chasing it,
just in case your Interceptor gets killed). Before you expand your primary
base, think of building new bases. The sponsoring governements get really
soon convinced by the aliens, so you should have at least a second base to
observe the other hemisphere.

Positioning your first base, you should consider, where you can please the most
states. I put my first base between Spain and France, to observe Europe and
North Africa, but I think the Persian Gulf, or near India would be great too.
My second base was near Peru, to observe South America up to the Southern
USA (USA is one of the biggest sums in your payroll). After that, you should
see your bases as an observing net, trying to catch alien signals.

that's all for now, that should help you stay alife and your sponsors healthy.
If you need some general hints for the mission as well, call again.
