The age (~15 yrs) is about right, but...
The game described is definitely not Maelstrom. I have that game still 
and it's nothing like that. In Maelstrom you play the role of 'Overlord' 
and head honcho of a mining planet - in which you must battle 
(strategic, espionage and economically) against the "Syndicate". You can 
not truly take over any other planet, but you can help other planets 
resist the Syndicate and get them on your side. Unlike your enemy, the 
only planet you can own is your base of operations.
