IIRC Xocyll is correct.  At the beginning the Alliance agent kills the
scientist for among other things bringing the MP's into a room with a
psychic.  One of the reason's for the intense hunt for River was that
she could've gained the knowledge of what happened on Miranda from
this brief contact.

One thing that puzzled me about he Reavers was that they were based
around this planet with tons of high tech scrap and they seem to be
scavengers as well as violent cannibals and the planet is untouched.
