To a point yeah.  That's both it's strength and flaw.

That was my beef with Diablo3, that you could change your skills at any
time, making a second character of any class entirely pointless.

That build limitation in Diablo2 is why people played it for a decade.
Try out a build, play it till it can't progress anymore, make a new
character and try another build.

D3 just killed off pretty much everything that made a Diablo game.

Take away a few names, and you'd never know it was supposed to be
Diablo.

I'm afraid the Elder Scrolls series is going to be killed off the same
way, they'll remove everything that actually made Elder Scrolls unique.
