Every other console does not design their controllers to also work on
the PC, thus they are able to ensure their controller is only
connecting to the BT receiver on the console.

A PC controller that does not include its own proprietary RF receiver
runs the risk of the gamer trying to sync the controller to whatever
receiver is already included with their PC (and unfortunately, let's
face it, that would be probably 80% of the technically clueless gaming
community). BT is not particularly strong in the latency technology
area, which means it's good for keyboards and maybe even good enough
for casual gaming but for competitive gaming like online fighting
games where every millisecond counts, it becomes a liablity. Multiple
BT devices connecting to the same receiver could introduce even more
problems for the controller.

By implementing a proprietary RF solution, Microsoft makes sure that
any problems or technical support/troubleshooting costs that are
incurred are strictly between their controller and their receiver, and
that they also get network performance that is optimized for
controller use rather than general purpose.

It's actually a superior solution. Bluetooth does some things well
but gaming controllers isn't really an example of such.
