The stats I used when I played were:
(With an explanation below each one)

ST: 6
(This covers most big guns. You get the power armour later and the car
trunk so you don't have to worry much about lugging around alot of stuff.)
PE: 9
(Good for ranged combat, I raised it to 10 with the gain perception perk
eventually)
EN: 6
(The derived stats from Endurance are either 2 or 3, this covers them
both. If you want more EN, go up to atleast 8 otherwise its limited in
benefits)
CH: 4
(You get CH2 for NPCs... so this gives you 2 you can get (Sulik and Vic are
the two I took). Later on you can take the perk Magnetic Personality and
add another NPC (I took Cassidy))
AG: 10
(10AP... that about says it all. can snap off 2 shots a round with your gun
or later when you take "Bonus Rate of Fire" you can get 2 burst shots or 2
targetted shots a round)
IN: 10
(This makes up for taking the GIFTED trait (see below) You get 20 skill
points a level, plus a high IN is good for talking to NPCs)
LK: 2
(You might think "geesh I'll never get a crit with 2 in Luck" but you'd be
wrong. After about level 12-15 and with a weapon skill around 125-150%
you'll crit almost all the time no matter what perks you take)

NOTES:
At character generation I took the traits of:
Gifted:
(This lowers your skills at the start, but you get +7 points to spend on
your attributes. Its how the stats above were accomplished. Boosting IN to
10 makes up for the lack of skills, getting you 20 per level)
Good Natured:
(This helps undo some of the impact of taking GIFTED (above)... it will
boost up your more useful non-combat skills and the combat skills will be
boosted up abit by tagging 1 or 2 of them (I tagged Small Guns, Energy
Weapons and Unarmed Combat))
NOTE: After I played FO2 the second time I stopped tagging Energy Weapons...
later in the game I pretty much used the Gauss Pistol as my only weapon
(with "bonus rate of fire" and a few "action boy" perks you can do 4 shots a
round or 3 targetted shots a round IIRC)

As for other stuff... I played more "combat" oriented (as is evident my
attributes, traits, perks and tag skills) and so I chose Vic, Sulik and
Cassidy as my NPCs. I found 3 to be more than enough, we were able to
handle just about anything... Sulik is great with the supersledge later on,
and Vic and Cassidy worked great with the gauss rifle or pistols.

So thats how I did it, hopefully might offer some insight...
