Sound card recommendations

Hello folks.

I am going to come into a little extra cash in the near future. I have
decided to put a couple hundred into a new sound card for my PC. I am
now the proud owner of an original Ad Lib board. While I have totally
enjoyed the Ad Lib, it is time to move on.

So..

What is the best sound card available and why? Are there any recent
articles in magazines rating the latest cards?

I keep reading notes that reference the Pro Audio Spectrum 16 stereo card.
Is this the best? I was told by a local dealer that the PAS 16 is now being
marketed by Logitech under a new name. Same card, less money (~$165) Any truth
to this? I also have heard about a new "Windows Sound Board" from Microsoft
that supposedly has superior sound with very little noise.

In other words, I "hear" lots of things. I would like to collect a little
more data from a pool of users (like you!) before I make a buy decision.

All inputs are welcome.
