Sigh -- once again, I'm totally stuck.  After putting out the fire, I
am left with nothing to do.  I have a partial walk-through that says
I need to go see that Madam from the beginning of the game, but I don't
know where she is or how to get to her.  I figure the most logical place
is the hotel, but it's all boarded up.  Can anyone give me a hint?

Try looking accross the street from where all the action has been happening.
Cross over by the Bank.
