What are some PC games that have the Thief steam punk atmosphere. Or the
System Shock feel?

Dishonoured (2012) and Dishonoured 2 due out in 2 weeks.
Perhaps the Bioshock games 1 & 2

Fallout 3 & 4 are the top steam punker's - Fallout 4 (2015) is the one to go
for.

I couldn't compare it to Thief or System Shock, but a somewhat steam
punk game that comes to mind is Alice Madness Returns. It's a very
special game and worth your time to play.

I entirely agree

I have the game on PC and Xbox360. It's intriguing, quirky, sometimes
frustrating, often frantic, highly imaginative, and very enjoyable on
the whole.

Hmm.. the feel of System Shock? I haven't played them but Deus Ex and
Bioshock come to mind.

The obvious suggestions would be Deus Ex or Bioshock, both developed by
people wwho worked at Looking Glass, the developers of both Thief and
System Shock. Deus Ex has a lot more stealth game play than Bioshock,
but the later has a steampunk setting.

The original Thief also has three sequels, Thief II, Thief: Deadly
Shadows, and Thief (2014) if you haven't played them, though the last
two games aren't generally as well regarded as the first two.

Dishonoured, a stealth action game with a steampunk setting, is often
compared to Thief (and Deus Ex). It's probably the closest thing to
Thief and System Shock that doesn't have a connection to those games
and its developers.

Those are all obvious suggestions, so here's some less obvious ones:

Batman: Arkham Asylum: Mostly a melee brawler, this game has a fair
amount of stealth elements, and if you squint enough its gothic setting
comes close to looking like steampunk.

Arcanum: Of Steamworks & Magick Obscura: An RPG set in steampunk/fantasy
world. Made by the a lot of the same people that made the first two
Fallout games, it's basically a steampunk version of those games.

Assassin's Creed: This is an action game series set in various historical
periods. The gameplay is a combination free-running and stealth.

Hitman: A series of stealth action games set in the modern day where
you play an elite assassin. The stealh gameplay is less about hiding
from sight, and more about blending in by using disguises.

Fallout is steampunk? I thought it was 50's retro-pop-post-apocalypse. :)

Fallout is definitely not steampunk. Mouse is confused.

Arcanum, now that's steampunk.

'Arcanum: Of Steamworks & Magick Obscura'
was the first one I though of.
BUT it is very old, isometric 'little characters' - has a really nice
tongue-in-cheek humour.
I just don't see it as a recommendation for the poster who's looking for
games near Thief & System Shock.- dark , 1st or 3rd person view.

Yeah, I didn't think Arcanum was a good choice for him either, I was just
using it as a clear example of steampunk.
