Oh man, that annoyed me too. It was one of the reasons I stopped engaging with the base-building mechanics; the structures I was allowed to construct were so flimsy they offered no protection from the environment. Forget Bostonian winters; it gets cool enough in summer there that you sometimes want four solid walls around you, and not something made of rusty plate metal with gaps large enough to shove your head through. I suppose the developers could argue that the nuclear holocaust altered the climate enough that the world is significantly warmer than it is today; certainly, the highly-radioactive "Glowing Sea" must provide an immense heat-island that warms the nearby area (we'll leave aside its probable other effects). A warmer clime isn't evident in any other part of the game, though; if it is that warm then you expect people to wear less heavy clothing (and not, for instance, everyone wearing heavy leather armor over thermal underwear long-johns). The real problem of course is that the Fallout universe has a certain look to it, and Bethesda did not want to stray too far from the visuals introduced in the earlier games. This ties in to what I had said about how the game felt very much like a rehash of the older titles. Arguably had they developers changed the appearance of the game too much they would have alienated the fans. The lack of variety probably had more to do with marketing and finance than it did with the imagination and ability of the developers.
