You could do a Windows 10 Upgrade on the Windows 7 
(or make a clone copy to do so on).
STEAM will (should) 'just work' then.

I have found the Win 10 Upgrade route very satisfactory.
The Windows is cleaned up while all the 
Visual C++  etc. & your settings will stay.
