Definitely, but also console gaming on a TV would, the biggest factor besides network latency is the tv input lag. There is almost no lcd tv with less than 20ms input lag. My TV has 23ms and is in the top 10 regarding this problem (with game mode on). Apparently OLED is somewhat better Plasma worse you will never get 1-2ms input lag like you can get on some monitors. Network latency is neglectable if you are on a good wired lan, it becomes an issue if you do remote streaming like NVidia does with their Gamestreaming service (I get about 25ms latency there) or if you are on wifi due to the flakey nature of wifi (lots of jitter if you have neighboring wifi networks on the same frequency or a weak signal)
