You're only slightly right too. The part you're missing is that the
16-bit parts that are left are USER and GDI code which are some of the
most critical portions of win95.

The pre-emptive multitasking is definitely hurt by win16lock which was
made necessary by the decision to keep the USER and GDI 16-bit code.
This was a calculated tradeoff for MS since keeping them was necessary
in order to be able to use existing windows drivers, but the net result
is that win95 does not come anywhere near the multitasking,
multithreading performance of os/2 or NT.

Not to mention that win95's memory protection model is seriously
compromised even for 32bit apps in order to bridge compatibility between
dos, win16, and win32 apps.

This will indeed be better than what os/2 warp can do. Of course, warp
was released almost a year before win95 is expected to come out. Expect
warp 4 out next year to have PnP in time for the arrival of PnP systems
and devices.

Perhaps win95 will be the right os for you, but it definitely is not a
very good os from an architectural point of view. In fact, it's just a
bad hack.
