Obtain 4 transmitters.
Follow each transmitter with a 20dB attenuator.
Connect all 4 attenuators to one antenna.

Instead of attenuators follow each transmitter with a bandpass filter.
Suggested transmit frequencies -  0.5 MHz, 2 MHz, 10 MHz, 50 MHz.

Or use multi-channel FDM or TDM equipment.
