Regularność to zapewne będzie parametry definujący stałość osiągalnego 
transferu w czasie testu.
Skoro 10% to wahania transferu w czasie dochodzą do 90% - o czym napisałeś 
już na wstępie.
Czyli włączasz test i jak transfer masz stabilny to pewnie parametr osiągnie 
blisko 100%
Jak faluje prędkość to i spada regularność. Pobieranie staje się losowe, a 
nie regularne.
