in the street(s) - out of doors, esp. in a town or city; in the public 
area outside the buildings in a street.

on the street - (a) N. Amer. slang outside prison, at liberty; (b) slang 
(of drug acquisition) by illicit dealing; (c) out of work, unemployed; 
(d) = in the street(s) above.

on the streets - (a) homeless; (b) living by prostitution; (c) = in the 
street(s) above.

Tak więc nie tak zupełnie dowolnie czy według uznania, ale ogólnie 
znaczy to samo :)
