I always just make them carry what they need. They seem to get strong
enough to carry what I demand after just a couple of missions. So if
there's a weak guy scouting with someone else then he may not have
enough time units left for an auto opportunity shot but that's okay.

For special carrying assignments, I just change the last name of my
strongest guy in that crew to "Strong".
