I noticed the following in alt.games.wing-commander, posted by

First, the FP is a specialty weapon that never went into full-time
production (not that there's any real need for it), and even what was
produced was used only by Tolwyn's Project.  Not exactly the best PR
move there, seeing as it was used as a terror weapon (the only 2 times
in the game we saw it used was on an unarmed medical transport and a
transport with kat refugees, and the book hints at other civilian
ships destroyed with the FP).

Secondly, even if it was in use by Confed at that point, the Midway
was on a shakedown cruise (didn't even have a full complement of
fighters as of WCP), and wouldn't have specialty weapons like the FP.

Finally, it wouldn't be much use against a modern warship, as it can't
punch through their thicker armor (which is why you needed to drop it
inside the Vesuvius' hangar bay instead of just slapping it on the V's
hull).  Also, given the organic nature of Nephilim ships, it's not
even known if they'd stick to the bugs' hulls.
