Here is cities.pud for 2-4 players. Start with a city (three tile wall), plenty of gold and lumber, but no oil. The only oil for all the players is in a pond dead center. Should guarantee a long battle with just footman and archers (and NO flyers) until someone can get enough oil to upgrade Town Hall. Tell me what you think
