Yes , there are triggers and prerequisites for levels, and they could change with level and hotfix :-) I am not sure sure about the numbers now, but it isn't just a matter of waiting and hoping. Well, a bit , there is rng in there as well for the specials. Churn and churn some more, it isn't about optimising return on gr.
