Most things that would be a good idea in some circumstances aren't usually good all the time and the software can't read minds or actually understand what you are doing. When grinding at level they usually accumulate slowly. When running 5000% overkill, literally, they drop like rain but that wouldn't be a big gameplay consideration, otherwise they may do something like adjust droprate for overlevels. That wouldn't be popular at all :-).
