It is just local congestion and international routing, Thats without
ddos attacks or misconfigurations. It comes and goes over a day or week,
but is staying longer.

From here in oz it can't physically get less than 150ms or so ping,
depending on the cable configuration and path taken. Light only travels
so fast.
220ms is pretty good to go up the west pacifc rim, across the north
pacific, and back through who knows how many repeaters, hubs, switches
and exchanges. Everthing on the route is doing a very very good job to
get that.

Also congestion on one or other multi terabit cable could see some being
redirected across asia. Packets arrive out of sequence, have to be
reassembled or timeout and resent.

I care about most of the traffic in the world, because my packets have
to drive through every peak hour in the world :-)
