You are queuing for a long time because of a tank and healer
shortage.  Encouraging players to PuG as DPS by offering rewards to
those queueing for a long time would simply lengthen queue times even
more.
However, encouraging more players to PuG on tank and healer alts by
offering rewards will help lower the queue times.

It's supply and demand.  Currently, DPS are ten a penny.

However I don't think this change will address the main issues that
discourage players from PuGging as tank - it is a stressful, thankless
role and impatient players don't help.  I pugged on my warror in Wrath
for a while and then gave up, he is currently level 81.  Even with
these proposed changes, I have no intention of levelling him to 85
anytime soon, an inexperienced tank in a PuG just gets too much grief
and stress.  We need to be nice to tanks.
