It doesn't SAY they can expire, they just do. It's that way for all specs, I 
play Unholy and Frost on mine, I can fight a mob, kill it with Festering 
Strike(converting the Frost and Blood runes to Death runes), but when I get 
to the next mob, I'm back at 2 Blood, 2 Frost, and no Death runes.
