    The last time I tried it (which was pre-Cataclysm) you had to become the 
champion of a bunch of factions which required turning in tokens from 
dailies, and you couldn't even access the vendor that takes seals for 
heirlooms without going through that process.  Has it changed, or would I 
still be starting completely from scratch as far as the "chain" goes, 
requiring weeks of work just to unlock the vendor?  This character has never 
even set foot inside ToC or done a single quest up there before.
