Penance in a macro isn't working like all other spells?

hi,

I'd like to do this:

#show penance
/cast [mod:ctrl, @player] [@mouseover] [] Penance

it works fine unless a hostile is targeted, then it says "you don't have a
target" but if you mouseover the target bar it works. it works fine with any
[help] target or mouseover whether it's on the battlefield or on a bar.

any ideas?
