On my keyboard (danish layout) it's the 'ć' that does it iirc

Or just use tab for single commands at a time!

The command console that was used in Unreal, Unreal Tournament and even
UT2K3 was not used in Unreal2. If you hit your tilde "~" key you will notice
that you get a scroll bar to the right and you get a cursur at the lower
left. It uses the whole screen and whatever game image you had at the time
for the background.

I think the key was moved...try '

If you want to access the cheat commands, you also need to enable those 
seperately in the ini file. I cant remember the setting to change, but a 
little googleing will find it.
