How do you turn the SearchLight and JumpBoots on and off in UT?

Also, a friend of mine said when ever she runs Unreal maps on her UT server the 
weapons "dissapear" after she picks them up. I assume she means they don't 
respawn.

Unreal maps (mine and everyone else's I know) rum perfectly fine in UT with the 
exception of the missing redeemer, (and KevlarVest reverts to KneePads).

Anyone know what causes this?
