You seem to have a problem reading and comprehending what's said.

an Athlon 1800+ runs at 1.533Ghz
a Pentium 4 1800mhz runs at 1.8Ghz (duh)

however, that Athlon 1800+ performs equal or better than that Pentium 4
1.8Ghz

so saying an Athlon 1800+ is the equivalent of a Pentium 4 1.5Ghz is
incorrect, performence-wise
price-wise that might be correct >)
