Its part of your starting weapons, if its turned on. Its off
by defaut, so most servers dont have it.
Only killed someone with it once. Made for a pretty nice
frag, though :)

It is disabled in DM levels (you may be able to switch it on, i
haven't looked), but use the change weapon key in CTF or Domination
and you will have it.

Nowhere. Everybody has one if the game is started with the
option of having a translocator.
