I'm seeing an odd trend and am looking for a little info.

I only play a couple of servers these days and I talk to the admins
frequently. I'm seeing people in different geographic areas all have an
identicle ping. In fact, those with the identicle ping are all exactly 75.
It never wavers. - My own ping always moves a little. it might be say 65
one minute and 72 the next and maybe drop as low as 55 and then back to 65.
- The people with the 75 pings never change. They are always 75.

So, that of course seems odd. Even stranger: If I spec and record a
behindview 0 demo of any of the 75 pingers, the demo is choppy and seriously
weird like I'm looking through their skin instead of from their point of
view.

What causes phenomenon like that?
