someone else is playing this and I'm asking without knowing all the details at the end of the game you'ree trying to get to the other thief, you can see him through the shutters - how do you get inside? thanks a lot

That's where you get the key to some building.

You need to find the key to the Abandonned District. It's in the room where the murder took place, which is in Chez Serge. The key is tucked under the edge of an overturned sofa so it's easy to overlook. The gate to the Abandonned District is just down the street from there. He must mean the locked doors in DeCharry's house. I think he missed a key after he fell down in that hole. The guy in the cage (DeCharry's nephew) is wearing it. He can still go back and get it with no problem.
